The appeal is first dealt with by the Auditor who examines and summarizes the facts of the case and the arguments put forward by the parties and who writes down his assessment of the case in an extensive and reasoned report, the conclusion of which suggests a solution of the case. This report is notified to the party that is put in the wrong in the Auditor’s report.
