How are the opinions transmitted to the requesting authority ?

When the registry receives a request for an opinion it immediately sends an acknowledgement of receipt to the requesting authority including the following information :

  • date of the request for the opinion
  • title of the requesting authority
  • heading of the draft regulation
  • roll number
  • date from which the deadline begins to run
  • date from which the deadline expires.

When the opinion is issued, it is transmitted to the requesting authority by post (registered mail), by courier, by fax or by e-mail. The transmission by fax or by e-mail must always be confirmed by mail. If the opinion has to be translated, it is considered to be transmitted to the requesting authority as soon as it is notified in the language in which it was originally written (language of the Chamber).

Opinions to be translated concern the bilingual draft instruments coming from the Federal Authority and from the Brussels Capital-Region or from the Joint Community Commission. Opinions related to draft instruments coming from the Parliament or from the Government of the German-Speaking Community have to be translated into German. Opinions have to be translated within a prescribed period of fifteen days starting with the notification of the opinion issued in the language of the Chamber.

Opinions are transmitted to the requesting authorities according to  the following provisions of the coordinated laws (FR - NL) :

  • art. 83
  • art. 84
